The Maverick Artist Victor-Hugo Vaca II, born February 15, 1970, at Elmhurst City Hospital, in Queens, NYC, New York, was trained as a United States Naval Academy Midshipman Officer, at the world famous leadership laboratory, in Annapolis, Maryland, to be; an honorable, accountable, efficient and competent Commander of forces and a maverick artist in defense of the U.S. Constitution and The First Amendment.
